Forty years on, Hezbollah is isolated but more powerful than ever

An interpretive dance, depicting how the group freed prisoners from ISIS in Syria, was a notable addition. Over the years, the Lebanese Shiite group has tried to rebrand itself from a paramilitary organization backed by Iran to a serious political and regional player. Forty years on, Hezbollah is militarily more powerful than ever, but also more globally isolated than it has ever been. Many countries including the United States, United Kingdom and Germany as well as Gulf Arab states and the Arab League, have labeled the entire group a terrorist organization, while the European Union and France consider only Hezbollah’s military wing as such. Hassan Nasrallah, the group’s leader, is considered a specially designated global terrorist by the United States and subject to American sanctions as a result.

The movement first emerged in 1982 as a response to Israel’s invasion of Beirut during Lebanon’s bloody civil war. The Israelis met their objective of expelling Palestinian fighters from the country, but catalyzed a more formidable enemy in Hezbollah as a result. Iran’s new regime found the group to be an apt ally, both because of their shared Shiite ideology and because of Hezbollah’s position in the heart of the Arab world. It began providing the group with funding and training soon after it emerged. Since then, Hezbollah has expanded and flexed its military might. In 2000, Israeli forces withdrew from southern Lebanon after a protracted conflict with the group there. In 2006, it held its ground in a war against Israel when Israel sought to disarm it. During Syria’s civil war, it successfully intervened on behalf of President Bashar al-Assad and helped bolster his defenses after the dictator violently quashed a popular uprising.

The group’s political influence appeared to be on a relentless rise, despite a domestic bid — backed by Saudi Arabia — to curb its power that was rapidly extending beyond Lebanon. Opinions at home are divided, where 52% of Lebanese do not believe that Hezbollah promotes the country’s stability, according to a 2021 Zogby poll, while the rest believe it still does. The sectarian breakdowns are starker. Eighty percent of Shia have confidence that Hezbollah benefits Lebanon’s stability, as do majorities of Druze (64%) and Christians (56%); while no Sunni respondents expressed such sentiment, according to the poll.

A month before the summit, Mohammed bin Salman visited Jordan for the first time in over five years, where he expressed keenness to strengthen relations. King Abdullah bestowed the Saudi crown prince with a medal to highlight the two kingdoms’ “deep-rooted” ties, according to Jordanian state media. The Jordanian crown prince’s engagement to Saif provides a “new impetus” for Jordan-Saudi relations to continue to grow, Khaled Shneikat, head of the Jordanian Political Science Society, told MEE. “The [next] days will show us if there are results; but initially, a marriage of this kind will have an impact on strengthening relations between the two countries and increased rapprochement,” Shneiket stated.

الّذين حَضروا مؤتمرَ الطائف سنةَ 1989 اتّفقوا على لبنانَ وطنًا نهائيًّا وليس على الطائفِ دستورًا نهائيّا. هذا يعني وجوبَ احترامِ الطائف لئلّا يُصبحَ تغييرُه مُستَوجَبًا. وهذا يعني أيضًا وجوبَ الاعترافِ بلبنانَ وطنًا نهائيًّا لئلّا تَنبُتَ حواضرُ لبنانيةٌ ومدائنُ كما كانت الحالُ منذ الفينيقيّين حتى المتصرفيّة… جُرمٌ شنيعٌ أنَّ هذا الوطنَ، لبنانَ الكبير، وقد انبَثقَ أساسًا من نضالِ البطريركيّةِ المارونيّةِ، يَتعرّضُ اليومَ للسقوطِ بتغطيةِ مسؤولِين موارِنة. صَنعت البطريركيّةُ المارونيّةُ هذا الوطنَ من أجلِ شعبٍ، ويُدمِّرُه موارنةٌ طارئون من أجلِ شخص. هؤلاءِ الموارنةُ يتواطأُون مع مُكوّناتٍ لبنانيّةٍ اعترفَت نهائيًّا بأوطانٍ أخرى وسَجَدَت لدساتيرِها، وراحَت تَسعى إلى السيطرةِ على لبنان من دون الاعترافِ به بقَصْدِ تغييرِ الطائف وتجييرِ لبنان إلى تلك الأوطان.

تجاه خطورةِ هذا الواقع، تُصبح التفسيراتُ الدستوريّةُ بشأنِ مَن يتولّى الشرعيّةَ في حالِ حصولِ شغورٍ رئاسيٍّ لزومَ ما لا يَلزَم. الدستورُ واضحٌ ويَنصُّ على انتقالِ صلاحيّاتِ رئيسِ الجُمهوريّةِ إلى مجلسِ الوزراء، وأيُّ تفسيرٍ آخَر مناقِضٌ للدستور. الإشكاليّةُ هذه المرّةَ، أنَّ الحكومةَ الحاليّةَ مستقيلةٌ، وبالكادِ تُصرِّفُ أعمالَها وتَفُكُّ الاشتباكاتِ الناشبةَ بين وزرائِها، فكيف لها أن تَتولّى جميعَ سلطاتِ الجمهوريّةِ وتَتّخذَ القراراتِ المصيريّةَ الدستوريّةَ والسياسيّةَ والإصلاحيّةَ وتكونَ المحاوِرَ الشرعيَّ الوحيدَ باسمِ لبنان مع العالم؟ لذلك ناشدْنا، بكلِّ محبّةٍ واحترام، رئيسَ الحكومةِ المستقيلَ والمستقيلةِ، المهندس نجيب ميقاتي، تشكيلَ حكومةٍ جامعةٍ توحي بالثقة وتكونُ بمثابةِ مجلسٍ رئاسيٍّ، فيُسقِطُ بذلك جميعَ الفذْلكات العشوائيّةِ المحيطةِ بانتقالِ السلطةِ طبيعيًّا إلى مجلسِ الوزراء بعد الشغورِ الرئاسي. إنَّ عدمَ تأليفِ حكومةٍ جديدةٍ يُخالف منطوقَ اتفاقِ الطائف ويُحلِّلُ للمتربِّصين به شرًّا الطعنَ به، ويفَتحُ البابَ أمامَ اجتهاداتٍ دستوريّةٍ “غِبِّ الطلَب” تُشكِّكُ بمبدئيّةِ انتقالِ سلطةِ رئيسِ الجُمهوريّةِ إلى الحكومة. نحن بحاجةٍ إلى جهودٍ لتأليفِ حكومةٍ جديدةٍ عن بَكْرةِ أبيها، لا إلى اجتهادات تُثبِّتُ حكومةً مستقيلةً.

Many chose to uproot themselves once again and set out in search of greater security overseas, often turning to people smugglers for help. Now, the situation looks so hopeless that a growing number of Lebanese citizens who lack the means to pay for safe and legal passage abroad are also risking the same dangerous, illegal sea crossings to Europe. In early June, the Lebanese military apprehended 64 people in the north of the country who were attempting to board a smuggling vessel bound for Cyprus. Among them were several Lebanese citizens, driven to desperation by severe economic hardship. “I cannot feed my family. I feel like less of a man every day,” Abu Abdullah, a 57-year-old delivery worker from Tripoli, the poorest city in the country, told Arab News. “I would rather risk my life at sea than hear the cries of my children when they grow hungry.”

Inflation, unemployment, shortages of food, fuel and medicine, a crumbling healthcare system, and dysfunctional governance have created a perfect storm of poverty and hopelessness. Shortage of grain as a result of the war in Ukraine has compounded Lebanon’s economic woes, with the prices of staples skyrocketing. As of July, the minimum monthly wage was worth the equivalent of $23 based on the black market exchange rate of 29,500 Lebanese pounds to the dollar. Before the financial collapse, it was worth $444. About half of the population now lives below the poverty line. “My salary barely lasts a few weeks and the tips I get amount to nothing,” said Abu Abdullah. “One of my sons roams around the neighborhood dumpster diving, looking for tins and plastic to sell. It breaks my heart having to see him do this. But in order to eat we don’t have another choice.”
